If you’re a landlord, you are required by law to produce a Gas Safety Certificate (CP12). In order to obtain a certificate a qualified Gas Safe engineer must conduct a gas safety inspection of your property and appliances once a year. All landlords have a legal duty under the Gas Safety (Installation & Use) Regulations 1998 to maintain all appliances and flues that have been provided for their tenants and to have them checked once a year.
One of the most important landlord’s responsibilities is the inspection of gas appliances within the property, because breakdown of a gas appliance such as a boiler or cooker can lead to carbon monoxide leaks, which can be lethal. By law, a landlord is responsible for any gas appliances provided for use by the tenant(s).

Why do I need a Gas Safety Certificate (CP12)?
Landlords are bound by legal responsibilities to ensure their tenants are kept safe. Failure to comply can lead to severe penalties or even a jail sentence. If there is a liability case, landlords need to be able to demonstrate ‘due diligence’, meaning they have taken all reasonable steps to ensure tenant safety, such as by having regular gas safety checks carried out.
The Regulations define the following landlord’s responsibilities:
- Ensure installation, gas pipe work, gas appliances and flues provided for tenants are maintained in a safe condition.
- Ensure maintenance and an annual Gas Safety Inspection is carried out specifically by a registered engineer.
- Your must keep a record of each safety check, called a CP12 Certificate, for 2 years.
- Issue a copy of the gas safety check to each existing tenant within 28 days of the check being completed and to any new tenant before they move in.
How long is the Gas Safety Certificate (CP12) valid for?
The Gas Safety Certificate is valid for 12 months. You should always check in between tenancies to see if the previous tenant has removed any gas appliances unsafely or made changes to pipe works. Any gas appliances left behind by the previous tenant that you did not provide should either be removed or inspected for safety.
What is included in the Gas Safety Certificate Check?
- Check appliance for gas tightness.
- Check standing and working pressure if test points available.
- Check burner pressure / gas rate against manufacturer’s data plate.
- Check for satisfactory provision of all necessary ventilation.
- Test flue flow to ensure removal of products of combustion.
- Check satisfactory operation of all the flame failure devices.
- Check for physical stability, presence and effectiveness of stability brackets (where appropriate).
- Checking all safety devices are working properly and shutting the appliance off if a fault occurs.
What information does a Gas Safety Certificate (CP12) contain?
- Description and location of each appliance and/or flue checked
- Name, registration number and signature of the engineer who carried out the check
- Date on which the appliance and/or flue was checked
- The address of the property at which the appliance and/or flue is installed
- The name and address of the landlord (or his agent where appropriate)
- Any defect identified and any action required or taken to fix it
- Confirmation of the results of operational safety checks carried out on the appliances.
